GOALS
WCN has design a media plan to broaden the Congressional Black Caucus reach and exposure by providing a memorable Presidential Campaign experience for all participants, on site and online with high quality multimedia presentations, social network solutions, frequent updates of important information regarding the election process and related issues. The following are additional goals:
• To provide top quality content and audio/video streaming services for congressional leaders to they're constituency while generating more programming choices and promotional opportunities.
• To capture the power of the Interactive technology to strengthen democracy by giving access not only to the general markets but also to the undeserved communities which will create a more informed and authoritative voice during the Presidential Election.
• To promoting easy access to congressional district information. Interactive technology can fundamentally change the political process by empowering people to educate them and become active participants in the political process.
• To create a platform to support the democratic process and develop new practices for how media and technology can improve public participation in national politics.
• To make available congressional information and educational content using social networking and television programming, Internet and support content programmed to maximize audience participation.
• To link television and Internet providers streaming election coverage or information providing benefits by broadening audience participation gained through the Internet.
EXPECTED OUTCOMES
• Localizing the Presidential Election for base turnout congressional district electorates; making it more accessible and enhancing the relevance of the Congressional Black Caucus and the Congressional Black Caucus Foundation.
• Enhanced knowledge in the African American community of: the Congressional Black Caucus, its makeup, the opportunity for and advantage of Democratic Control and the election.
• Test themes and messages for post CBC Conference and congressional outreach and advertising
• Earned media hits on republican incumbents in targeted districts
• Earned media hits on Republican control of House of Representatives
• Establish relations with media that will enhance future earned media coverage and provide leveraging opportunities to maximize paid media.
A Moment in Time
This August, the Democratic National Convention will serve as a forum for the first nomination and acceptance of and by an African American to serve in America's highest office. Barrack Obama's presidential speech and those events that follow present many opportunities to convey the gravity of the Time; the hope for all Americans; and a new world view that is driven by a young broadcast medium, and urban communities and powered by the very technology we propose to harness.
Right now, in the era of social networking, more that one half of all young people from the ages of 8-28 and African Americans 29-54 seek current information from Internet based sources. On-line penetration in communities of color has finally reach majority proportions. And the international audience both of African and non-African decent is immeasurable. Our proposal is to connect this anxious audience to this special moment live with facilitated discussion to provide for understanding, learning, understanding and entertainment. What differentiates this program is that its real time, interactive and has targeted channels for each specific audience. To broaden our audience presence and reach WCN will integrate its compliment of social networking solutions to increase the impact of CBC efforts primarily by enlisting "partners" to engage in voter education and get-out-the-vote campaigns.

Beginning with coverage of the upcoming Congressional Black Caucus by producing a 1-hour special to air nationally on TV One and leading up to the final week of Presidential Election, WCN proposes producing a weekly in studio interview program originating from Atlanta with its broadcast partner GPTV.

• Weekly live web townhall streamed from CBC congressional districts
During the month of October 2008 WCN will identify (4) key battleground states to stream live-hosted CBC Web Townhalls. The objective is to increase voter participation and turnout by allowing CBC constituencies to voices their views and opinions. In the past, the voter participation has focused primarily on ensuring that all eligible African Americans are registered to vote. With an electorate call-to-action signature each CBC Web Townhall will inform and educate the next or a new generation of leaders. Update issues and elevate candidates in districts targeted for African American base vote turnout efforts.

New Freedom Riders
A reality-TV styled interactive webisodes that tells the stories of individuals brought together to share in the experience of the 2008 Presidential Election. They will give daily accounts of their experiences. After the election ends, these participants will give a "wrap up" of their experience during an hour post show. This section of the programming will feature video diaries, interviews, round table discussions, relevant site visits, and highlights from their voting experiences.
We will contrast the New Freedom Riders' experiences with those of notable African Americans who have been associated with politics throughout the eras of Jim Crow and the birth of the Civil Rights movement. This section of the programming will feature live interviews and accounts, along with historical audio and video footage. New content will be built and archived on a daily basis.
*These web- programs will be archived in segments, allowing the end user to enjoy the programming at his/her own leisure and pace. Each participant's story will be available separately.
