WCN Global Broadcast Pavilion (WCN) is a broadcaster resource and broadcast service for emerging multicultural broadcaster that are not only broadcast rights holders of the 2010 FIFA World Cup in South Africa but global television program producers that are interested in originating programming targeting a niche audience. WCN management team comprise expertise drawn from the highest level of the television industry, WCN management brings years of valuable experience to make this WCN Global Broadcast Campus a valuable component to the International 2010 FIFA World Cup WCN Global broadcast strategy.




Mission



The mission of WCN is to deliver the highest possible standards to the Broadcast Partners FIFA World Cup in Africa. They will depend on WCN to provide the fullest multilateral radio and television coverage of the competition schedule. WCN would also be responsible for providing unilateral production, transmission and commentary facilities, and services as per broadcasters' requirements. WCN will design, build-out, install, and manage a alternative affordable multilateral and unilateral broadcast facilities at a designated site that is similar to the FIFA World Cup - International Broadcast Center (IBC) and venues necessary to achieve this goal.





Objective


The WCN will act as the knowledge centre for WCN Global broadcasters that are interested in not only providing media coverage and programming, but achieving first hand experience of new and innovated broadcast technology. WCN will be connected to all venues by a telecom network and also connected to The International Gateway for all FIFA World Cup events; 2009 - Under 17 World Cup in Nigeria, Under 20 World Cup in Egypt; 2010 World Cup in South Africa distribution feeds located at the International Broadcast Centre (Master Control Room). WCN is also be responsible for IBC WCN Global broadcasting orientation, workshops and seminars, marketing and delivery of the Broadcast Services and Facilities to Broadcast Partners that choose to originate content and programming from this IBC satellite Hub. More information will be made available on these services at a later stage. WCN Technical Standards WCN will use the following standard for all FIFA World Cup events on the continent of Africa:

Because of the special nature of how digital technology, high definition, and broadband have changed the way broadcaster deliver multimedia content the WCN recognize an opportunity to further standardize the WCN Global broadcast platform for the presentation of all FIFA World Cup events. WCN will be designed to meet the demands of emerging multicultural broadcasters at affordable rates, to deliver the latest rich media presentation to their target audience. As well as introduce latest digital broadcast technology to enhance the knowledge of WCN Global broadcasters. WCN is a hub where all video and sound signals arrive from Venues or elsewhere including:
Multilateral signals Unilateral Signals Vanda (Video and Audio) Signals Commentary and coordination circuits.



The signals are distributed to the on-site broadcaster unilateral facilities. Broadcasters add their unique features (for example, talk shows, interviews, edited features) and the signals are then sent to the satellite farm from where they are sent on to broadcast companies worldwide. WCN will contain production and engineering facilities, and host broadcaster premises such as the Master Control Room, Telco room, Commentary Switching Centre, broadcaster studios, etc. WCN will have all facilities traditionally found in an International Broadcast Center (IBC), including standard and customized construction and facilities. It will offer the standard IBC functions listed above and will include the Booking and Information Offices, WCN Offices and a Conference Room for daily Broadcast Partner Briefings. WCN contains a full range of Telco (Telecommunication Service Provider), technical facilities:
Master Control Room - from where all incoming signals, both audio and video will be checked for every match and every feed before they are distributed to the Broadcast Partner.



Telco Room - room from which signals are passed for transmission.



Commentary Switching Centre - For coordination purposes commentary can be switched here from the Venue to the WCN facilities at the IBC and from the IBC to their home Television or Radio station (and back to the venue) via earth stations or uplinks.


Recording, play-out. In addition WCN will also construct private premises for Broadcast Partners to be used as studios, control rooms, technical rooms, newsrooms, offices and so on. WCN is intended to be the secondary satellite base of operations for the Broadcast Partners.

Electrical Power Supply




Signal Distribution



The broadcast signal is distributed from the stadium to the person sitting at home watching the match on their television. The Satellite Farms at the WCN is located at a short walking distance from the main building and will be connected to the Telco Room or Master Control Room with fiber optic circuits. WCN Multilateral Platform WCN will provide services for all Broadcast Partners that are second to none. The coverage produced by (WCN) for all the Broadcast Partners is called Multilateral or Host Coverage. The main WCN multilateral mission is to provide reliable, high quality multi-lateral feeds to its Broadcast Partners.




WCN Production Plan



The WCN Production Plan will contain the guidelines for the production of the multilateral coverage of each FIFA event. The WCN Production Plan builds on the accomplishments of past host broadcasters and introduces some major innovations designed to enhance coverage possibilities for Broadcast Partners. For all FIFA World Cup events including opening and closing ceremonies, WCN will provide digital delivery platforms in two categories of multilateral coverage: The Basic International Feed and a package of ‘Super Feeds' (delivery according to the rights acquired by the Broadcast Partners). All Feeds will be produced in 4/3 aspect ratio, in a full digital format (4:2:2 525/60 TV standard). Broadband Media WCN will produce broadband media content that will consist of an extensive range of broadband media specific material and services. The content of the broadband media will reflect the demands of broadband media licencees and will allow them to deliver material directly to their customer base, whether online or via mobile networks, while limiting unilateral end-to-end production costs. Broadband Workshop WCN will provide services for broadband media producers licensees to address issues such as the production of broadband and the specific unilateral services available to broadband media program licencees. The Broadband Workshop will included both a technical workshop and unilateral meetings. Production of Broadband Media Broadband production team will be based at the WCN and will consist of an experienced group of producers and journalists. This team will produce the Broadband Media Programs to establish benchmark WCN Global technical standards. The Broadband Media Programs will incorporate various innovations designed and implemented specifically for all FIFA World Cup in Africa. Broadband Media Programs will be produced from a clean feed of all matches of the event and will include associated background sound, graphics and, where applicable, voice commentary in several languages. It will be produced in a digital format of HDTV quality in an impartial and objective manner, incorporating relevant graphics and factual information in English. It will also incorporate the marks, whether as still or animated images. The Broadband Media Programs is intended for exploitation without the need for extensive editing. You will, however, be permitted to edit the Broadband Media Programs so as to tailor the material to your requirements (for example, by superimposing relevant factual graphics and information or your customary standard logo). In most cases the material will require reformatting to enable viewing on different platforms. Material will be produced in a digital, 720x576 50i/4:3 format and made available in various codecs and sizes suitable for exploitation by mobile telephony networks, Internet streaming exploitation and/or transcoding purposes. All material will be made available in conjunction with a corresponding XML file to allow for the full automation of both processing and distribution. Broadband Media Catalogue of Services All of the available Broadband Media Program services, along with their rates, can be found in the Broadband Media Program Catalogue of Services. A copy of the Broadband Media Program Catalogue of Services will be distributed to attendees during the Broadband Media Workshop.




WCN International Feed (IF)



WCN International Feed (IF) will be monitored by FIFA World Cup main International Broadcast Centre (IBC) and link directly to the WCN. For example the main venue will be produced with at least 20 cameras and 6 multi-channel live slow-motion machines (including 3 super slow-motions).




Camera Positions



The locations of the cameras in the venue directly affect the quality of the coverage produced. Therefore, the camera positions will generally occupy the "best seat in the house". Approximately 90% of average event coverage provided by the host broadcaster main cameras, which will always be located on the centre line of the event in an elevated position in the stand. The following criteria are used to select the position of the main cameras: Directly in line with the centre line of the event. In an elevated position to be able to see the movement of all the athletes. An angle of between 17-28 degrees to the centre spot is generally used as a guideline. Sufficiently close to each event to enable proper framing of the wide and close up shots. No line-of-sight obstruction in front of the camera. Freedom of movement and protection from nearby spectators for the camera operators. An absolutely stable platform for the camera, unaffected by the movement of spectators or TV personnel around the camera position. Other cameras follow the same general criteria, taking into account individual locations (16m-line camera, 5.5m-line camera, etc).



Direct Feeds In addition to the Basic International Feed, a package of Direct Feeds will be produced for each match. These comprise the Extended Basic International Feed (EBIF), a set of Supplemental feeds and the Isolated Feeds (ISO feeds). These services enable a Broadcast Partner to differentiate his broadcast material from that of BPs using only the Basic International Feed. Extended Basic International Feed (EBIF)



The Extended Basic International Feed (EBIF) provides Broadcast Partners with extended match coverage including the periods before and after the Basic International Feed. The EBIF will start 30 minutes before an event and finish 30 minutes after the an event. This means the EBIF will start 20 minutes before the Basic International Feed and finish 25 minutes after.



Supplemental Feeds
There are three supplemental feeds supplied with multi channel stereo sound (TV International sound stereo + multi-channel 3 & 4):
Tactical Feed



A dedicated camera that provides a continuous wide angle shot of the pitch, allowing BPs to identify and comment on tactical situations.





Behind the Scene Feeds



Behind the Scene feeds focus exclusively on each team and provide Broadcast Partners with additional shots.
Permanent Highlights Starting of each event, highlights will be available on a specific channel. They will be updated after every significant action of play and replayed in a loop. The loop increases in length throughout the match, probably lasting 2 to 5 minutes by the end of play.



Isolated Feeds (ISO feeds)
Continuous isolated feeds provided from four selected cameras, called ISO-feeds, form the third type of the Direct Feeds. These will include the venue's wide-angle beauty shot (a view from a fixed camera positioned in most cases on the stadium roof).

WCN will contract with some of the world's leading television sport directors.



WCN Unilateral Mission



Unilateral coverage is customized coverage of all FIFA WORLD CUP in Africa produced by the Broadcast Partners, using technical services and facilities provided by WCN. The main WCN unilateral mission is to provide reliable, high quality unilateral feeds to its Broadcast Partners. WCN will also provide all unilateral services and facilities to which a Broadcast Partner is entitled according to the rights contract signed. In providing such technical services and facilities, WCN will plan and manage unilateral facilities required at venues such as Commentary positions, TV compound space, cabling, electrical power, Video and Audio (Vanda) circuits and other facilities. These services are provided at the Broadcast Partners' expense.



Unilateral Services



WCN Booking is responsible for marketing WCN services and facilities. This includes permanent and temporary services. The WCN Booking Department distributes and collects booking-related information from Broadcast Partners. It coordinates the subsequent scheduling of WCN services and facilities with the appropriate WCN operational departments and WCN suppliers.

Basic information concerning both the physical locations of venues and the on-site technical services and facilities operated by WCN at each venue.


 




Responsibilities



Responsibilities are divided between the Local Organizing Committee (LOC), 2010 FIFA World Cup in South Africa, IBC, and WCN:



The LOC The Local Organizing Committee are responsible for: Provide the IBC and WCN with stadium space and appropriate facilities for event broadcasting including backup power supplies. Provide all media groups at Venues with information and logistical services and facilities (at the sub-media / common service area). WCN at the Venues
WCN is responsible for: Production and distribution of the multilateral feeds of events to the Broadcast Partners Meeting Broadcast Partners production, transmission and unilateral requirements at the venues according to their bookings for service and acilities with WCN.



Distribution of Feeds at a Venue



The production equipment used such as control rooms, cameras and so on have been contracted from world leading companies to ensure the highest possible quality. Basic International Feed (BIF) and Super Feeds are produced in the Venue Production Control Room (PCR). The PCR will deliver signals to the Technical Operations Centre (TOC) an thence transmitted to WCN. Signals are then distributed to Broadcast Partners.



Venue Unilateral Services



Prior to FIFA World Cup events, period, booking of all services and facilities must be done through the WCN Booking. If Broadcast Partners need it, the WCN Broadcast Information Office will help them liaise with Bookings staff.

WCN Management Structure



WCN Global Broadcast Partners
The strategic broadcast alliances of World Colours Network Television (WCN TV) will be responsible for the overall strategy and key decision-making for and on behalf of the WCN. It is also responsible for contracts with service providers and all financial matters.



GB Tech
A planning and engineering headquarters in charge of structuring the project, putting in place the WCN infrastructure, pre-selecting service providers and supervising recruitment and training of operational staff to deliver the WCN missions.



GB Management WCN in charge of day-to-day liaison with the Local Organizing Committees and managing the installation of WCN technical services and facilities at all venues and IBC on behalf of Broadcast Partners. WCN Organization



WCN Chief Operating Officer manages the on-site activities of WCN Construction, Venue Operations, Broadcast & Telecommunications and Logistics and works in a close relationship with both Local Organizing Committees and 2009 and 2010 FIFA World Cup host broadcasters. WCN Design designs, constructs, operates and dismantles the WCN, including the building and delivering of Broadcast Partner unilateral areas and resources. WCN Operations plans, designs, staffs and operates the technical production and broadcast engineering facilities at the venues. WCN Broadcast and Telecommunications installs and manages all the technical areas at the WCN's and venues. In particular, it is in charge of the receipt and distribution all video and audio signals. It is also in charge of all telecommunication issues and manages the WCN contracts with the telecom service providers in each country. WCN Production is responsible for the design and execution of the WCN production plan for the TV and Radio coverage of all FIFA World Cup events in Africa. WCN Finance & Administration is responsible for the administration of all WCN financial, IT, legal and human resource issues. WCN Booking collects Broadcast Partner bookings for unilateral services and facilities and ensures their availability. WCN External Relations provides all on-line and off-line information publications. It organizes all WCN-hosted special events, including the Broadcast Information Meetings, World Broadcasters Meetings and site visits. WCN Logistics is responsible for the internal WCN logistical needs in terms of accreditation, transportation, accommodation, catering, clothing and other miscellaneous needs.
