EXECUTIVE SUMMARY



World Colours Network (WCN), an Atlanta-based broadband and IPTV broadcast firm, is utilizing cutting-edge new media technology. WCN will provide multimedia production and distribution services to help delegates, elected officials, and NGO's document and publicize their participation in this historic event. WCN is a full service communications and media broadcast firm that produces live and remote broadcast via Satellite and the Internet.



WCN will provide political news crew to produce broadcast-quality video and/or audio interviews from various locations at the Pepsi Center in Denver, Colorado during the Democratic National Convention (DNC). The interviews will be conducted by professional broadcast journalists and distributed to a broad national or international audience using the newest tools in technology.



Upon completion of your recorded message, our seasoned writers will craft a professional media advisory alerting the national press of your content availability. In partnership with our internationally recognized newswire partners, WCN will deliver advisories with dynamic links and, for some, embedded video, to a broad distribution list that includes print, broadcast, online media, radio outlets, and mobile phones.



WCN will place video on key online video portals including You Tube, Yahoo Video, Google Video, social networking sites including Myspace and Facebook, and a number of social bookmarking sites like del.icio.us, technorai, and many others. Additionally, WCN is currently coordinating the strategic placement of "Convention 2008 Widgets" on relevant websites and blogs enabling the syndication of video footage throughout the web.



For our VIP Clients like, Youth Coalitions, Voter Education Coalitions, Congressional Black Caucus, we offer the opportunity for live and archived content to be streamed though WCN Network Affiliates and relevant websites. WCN will have news feeds providing exclusive wall-to-wall coverage of the 2008 "Road to the White House." WCN's veteran technicians and broadcast journalists will transmit daily news content via broadband or satellite to news desks across the country. Your interview would be included in raw footage made available to newsrooms and websites internationally.



WCN broadcast platform combines new media technologies of social networking and broadband to enhance political and strategic communications to a wide range of clients.

Concept Brief



The WCN Media Center is designed to be a news and information service updating the nation on issues that are relevant to the Democratic Party and the Obama for President Campaign. In addition, the WCN Media Center will leverage earned media opportunities specifically with media outlets located in targeted congressional districts as well as creating an outlet for the general media at the DNC.



Project Goals



The WCN Media Center is designed to broaden reach and exposure of targeted constituencies such as the Congressional Black Caucus, Hispanic Caucus, National Urban League, La Raza, Voter Education Coalition Organizations, and Youth Voter Coalition Organizations. The WCN Media Center will provide a good experience for all participants, on site and online with high quality multimedia presentations, quick download times, frequent updates of important information regarding the DNC and related issues.



Additional Goals:



  • To provide top quality content and audio/video streaming services from congressional leaders to their constituency while generating more programming choices and promotional opportunities.

  • To capture the power of the Interactive technology to strengthen democracy by giving access not only to the general markets but also to the undeserved communities which will create a more informed and authoritative voice during the DNC.

  • To promote easy access to congressional district information. Interactive technology can fundamentally change the political process by empowering people to educate them and become active participants in the political process.

  • To create a platform to support the democratic process and develop new practices for how media and technology can improve public participation in national politics.

  • To make available congressional information and educational content using radio and television programming, Internet and support content programmed to maximize audience participation.

  • To link radio, television, and Internet providers with streaming election coverage or information providing benefits by broadening audience participation gained through the Internet.

Localizing DNC for base turnout congressional district electorates; making it more accessible and enhancing the relevance of the Democratic Party

Market Definition


We define our market as radio, television broadcasters, set-top box cable modem providers; Internet services providers, websites, and the communities they serve. Our initial focus will be the delivery of the Democratic Party call-to-action message and the national activities content associated with the issues and concerns of congressional districts through an online broadcast programming format.



Target Audience


General market Internet users, radio listeners, and television viewers are targeted in congressional districts. Undeserved communities, un-registered voters, and un-decided voters will all be focus areas.



Strategy


The WCN Media Center will provide television satellite services around the clock during the DNC in Denver, Colorado. The WCN Media Center will have the capacity to feed (Continued on next page) separate live, live to tape, and taped television interviews for elected officials, congressional leaders, corporate supporters, and well known personalities during the week of the DNC.



The WCN Media Center will exist through a partnership among the DCCC, DSC, Congressional Black Caucus, and corporate sponsors that have a vested interest in diversity and Obama's vision for change.



WCN Media Center will establish relationships with the following;

  • Democratic Coalition Organizations

The DNC event organizers will establish a compelling connection with their audience. Our message will be designed to reinforce the relationship of the public and the election process with the Democratic Party. The Democratic National message will be strategically defined and tactically expressed. We will generate an interactive image consistent with the Obama Campaign for President Philosophy with a nurturing identity. WCN Media Center is a convenient cost-effective way for the DNC to establish a content rich presence throughout media communication channels and on the Internet to broaden community outreach by providing:

By launching portals that feature a national level of interest in these communities that will further ensure the involvement of potential voters in the political process. WCN Media Center will create navigational interface or browsers that will guide users to local on-line directories, local media, community calendar, discussion forums, polls, election coverage, and community feedback. This customized portal with national links and content will provide the audience prime programming of specific interest to the target audience. Our approach is an aggressive awareness opportunity for public and private agencies that primarily focus on immediate interactive programming interest. This includes a promotional overlay to increase usage, generate excitement and bridge the digital divide.



Streaming Media



WCN Media Center has adopted an innovative strategy of driving traffic to view interactive programming. Rich streaming of graphics and audio/video email offers needed information in a flash, including breaking news, updates, programming and promotions that fit specific target communities. The WCN Media Center will guide conference attendees along high traffic areas with digital rich visuals of the DNC experience displayed on flat-screens strategically positioned through out the conference grounds. Daily conference activities will be digitally captured and distributed to web destinations and portals in targeted congressional urban markets with the DNC message initiating a new conduit for promotions.
